The following is the text of Gov. Phil Scott’s State of the State address, delivered before a joint session on Thursday. It is edited here for length:

In his second Inaugural Address, Gov. Weeks talked about recovering from the Flood of 1927. He said, “The common watchwords” were “progress and rehabilitation,” noting the true spirit of Vermont is its “indomitable courage in a time of adversity.” And that “the faith and valor of Vermonters has turned catastrophe into opportunity.”
