Netanyahu and other right-wing Israeli politicians saw a short-term benefit to allowing outside money to flow to Hamas in Gaza. The benefit was buying peace.

Now, the long run held two propositions. The first, peace continues because Hamas just wants to get fat and lazy like everyone else. The second, Hamas attacks after you ignore intelligence concerning an attack. And perhaps, if Hamas attacks, then you have a delayed response. The delayed response provides Hamas time to wreck havoc which provides sufficient justification for an all-out invasion of Gaza.
